Can you position a photo over the nav bar?

I have a client who wants a photo of herself layered over the nav bar (I have attached a URL with a screenshot -- she came up with this in Photoshop). I have been working with GP for a couple of years now, and can't figure out if this is feasible with the custom css. Has anyone ever done anything like this with GP?

Should be doable with some CSS.
Can you first add the image using the inside_navigation hook and let us to the site in question?
