Button Hover Text (only white, unable to change color)

Hi,
I have a button with white background and black text.
When I hovered over it, the text turns white and it blends in with the white background.
From the older posts, the solution was to change from customize > color > button.
I did and it did not reflect the changes.
Hope you can assist me with this.

Hi Alson,
The customizer option works on the theme default buttons, eg, the read more button on blog page, the comment button.
But the button you refer to is using WP buttons block, you need to set its hover color within the block.
I don't think there's a global way to change their hover color.
