is GP built on the bootstrap framework?
if it isn’t, is there a way i have a grid on desktop view but responsive and stackable on smaller screens?

You can use all of the classes you see there to build a responsive grid 🙂
Tom, does it strike you as super silly to also add Bootstrap? I built a portfolio layout I love in Bootstrap & want to incorporate it in my GP site.
Not at all – it will add weight to your site, but if you only include the bootstrap elements you need, it shouldn’t be a problem 🙂
