Blog page always showing Full Content - not excerpts

I've just applied the theme and pro plugin to my site (in a local environment). When I go to customize > Layout > Blog ... and set Content type for Archives to Excerpt, the blog home page is still displaying the full content of each post.
I tried setting the blog page to a new page, but that didn't make any different. Any suggestions on how to fix this or debug to work out why it's behaving like this
