Thanks, but I'm not using Gutenberg so I don't have any of these options listed above when I create new block.. is there any alternative?

If you disable Classic editor you should be able to use block element.

By the way, WordPress will stop supporting the Classic editor plugin before the end of 2021, I would suggest switching to Gutenberg whenever you can. For more info, please refer to this article below:

If you don't use Gutenberg, there'll be some custom CSS required. Can you show us what you've achieved so far?
