Blog layout missing

I have two websites using generate press. They both have the same customization settings. However, one website displays "format" in the blog editor, and the other does not.

How do I get my website to display the format within the blog post editor?
The website that does NOT have the format option is causing my "/blog" page not to show excepts (instead showing the entire blog post). Whereas my website that does allow me to change the format, does not have any excerpt blog issues.

That's a WordPress core feature. GeneratePress does nothing or has no code that would affect that.
Can you click on Screen Options at the top right and see if you have Format disabled?
