Blog layout incorrect when signed out

I've been updating the layout of a blog page using the Customizer, Layout, Blog.

I want 2 columns, featured image above title, display category and tags, and the button to say Read More (instead of Read more).

When I'm logged in (Safari or Google Chrome) it displays exactly what I want. When I'm logged out (Safari, Chrome, Firefox) none of the changes have taken effect.

Cache cleared several times, no new plugins, I'm stumped.
