Block Not opening In new tab

Hi...
The STUDENT TESTIMONIALS line opens to a PDF and I'd like it to open in a new tab. But I can't get that to happen.
In the editor, I highlight the 'STUDENT TESTIMONIALS' block and toggle the 'Open In New Tab' switch to 'ON'.
After saving and refreshing the page this switch toggles back to OFF.
I see this issue has been addressed previously at wordpress.org.

Hi there,
the Theme doesn't interfere with the way the block editor behaves.
Try temporarily disabling all other plugins to see if any of them are conflicting.
If that doesn't work then temporarily switch to a TwentySomething theme and see if the issue still exists.

I disabled all plugins and the issue persisted. I then switched to Twenty Ten and still, the switch would not stay toggled on after refreshing the page. I'd guess then that this is an editor issue.
Which version of WordPress are you using?
I just tested it on WP 5.5 and its working.
I'm using 5.5 as well.
Strange, maybe try using incognito in your browser or clear the cache completely - sounds like something isn't validating correctly.
