block menus are missing

I cannot move or delete blocks once I've added them. How can I do this please? I hover and click everywhere trying to select blocks in a way that makes the block menu appear so that I can delete or click the vertical dots to move the block up or down. But I can never make block menus appear. Thanks.

Any chance you can disable all plugins except GP Premium to eliminate conflicts from other plugins first?
Does the same issue happen when using a Twenty series WP theme?

ONE. I disabled all plugins except gp premium and generateblocks. Still no block menu bars.
TWO. with just those two plugins still enabled I switched to twenty twentyone theme. Still no block menu bars.

in the Editor - top right hand side there is the 3 dot menu. Select that and uncheck the Top Tool Bar option. This will return the toolbar to above the Block
Thank you David, unchecking Top toolbar view made the block menus reappear. Follow-up question please, what is the purpose of the top toolbar view? Is there a reason I might need to use it for other things? Or do folks completely avoid it? Thanks again.
The Top Toolbar view is probably best for when you're just writing post content - its more akin to the classic editor.
Not so good if you're re-ordering blocks or creating layouts.
