Block elements options active for containers but not for elements like headers

I am editing a footer in elements.
I am able to edit the blog elements when I work in a container, but when I add paragraph, headers or other elements inside the container, and click on block, I do not have access to all the options, I only can select between 7 colors and four typography sizes. How can I activate that option?
