Block Element with Dynamic Content

I'm absolutely loving the new Block Hook. It has been a gamechanger. But now I'm more ambitious and I've run into a dilemma.
I'm currently using the Header element to dynamically show the page title and featured photo as a banner. I'd like to include a call-to-action in the right half of the banner (like the attached link). I could easily achieve that with the Block Hook, but then I wouldn't have the dynamic background and post title - so I would have to create a Block Hook per page.
I know I could also do a bit of custom code on the Header element. But I'm wondering if I'm missing an easier way to achieve this before I decide between the two?

Unfortunately that's the limitation for now - we do plan on making it work in the future :)
For now header element would still be the best for something like that.
