Block Element Troubleshooting

Hi Guys,
I can't figure out why my block page hero element is working on some pages and not on others.
I have it set for pages and posts. There is a merged header as well.

As best I can tell these pages are set up the same way. Am I missing something?

In the Block Element you have the Remove Container Condition set to No Featured Image. And the Contact Me page has none.
To clarify, this setting means that if there is no featured image, the container will be removed?
Thats correct.
No Featured Image = No Container Block.
You can either disable that condition or make sure all pages have a featured image.
