What’s the link to your blog page, and what did you set in the display rules exactly?

Well, your homepage isn’t set as the Blog Page.

That page is just a static page. Thus, the content template wouldn’t work.

Moreover, you’re using a Query Loop Block in that page. If you want to alter the look of that Query Loop Block, you can just edit that in the page.

But if you go to education or stock or News.
This should be a blog, or I'm mistaken.

News, Stocks and Education are Category Archive Pages. If you would like your Content Template to take effect on all category archive pages, you may set the location to Post Category Archive -> All categories.

In general, the Blog page is the one set in Settings > Reading in your admin dashboard.
