Big gap in back end

See the big gray gap above the text editing field in the back end of this web page? Would it have anything to do with the theme? I've tried turning off plugins and disabling Gutenburg and it disappears for a while then pops back in even when the plugins are still turned off.

The theme itself doesn't control the editor at all as it's handled by WordPress.
Does that issue happen even when you disable All plugins?
What happens if you switch to a twenty series WP theme?
