Before comment container hook

Hi This doesn't seem to work if comments are switched off. Can you please let me know how can I make a new custom separate container block like comments block.
Sorry my site is not live yet so cant show.
Hi there,
the Comments form gets hooked into:
generate_after_do_template_part
If you're using GP Elements, you will need to select the Custom Hook to add that one.
