Background Image is not working

Have your tried clearing the browser cache?

I am looking to add a custom background (not a featured image).

Here's what I did, Elements > Backgrounds > added custom background. But, it is showing featured image background (like what you've seen).

Now, I removed the background!

Edit the Block Element, select the Container block and make sure you DO NOT have the dynamic background selected:

You MUST have a static image added to Backgrounds to change that.
