Author bar on homepage

Hi Guys,

I avoid using a page builder (yay!) but I want to add a horizontal bar, half way down my homepage, with a pic of me and a little blurb about myself. Something like they have on here >> https://www.bbc.co.uk/ - scroll to the 'time to talk' section. I know this standard fare for a page builder, but as I don't use one (or plan to) is there any code out to help me do it with generate press?
