Apply an element to a page

Hi
I have 4 different page layouts on the site and currently I apply the page elements/layout with the location - display rules.
but now, every time a new page is created I'll need to go to the elements and apply the rule to that page.
My question is - is there a way to apply the element/layout to the page from the page editor similar to the way we would apply a page template?
For the site's editor I wouldn't like them to go to the elements page and play with the location rules.

Any solution?
