Anchor link don't return to top

Hi,
i have this problem: in this Page i have insert a buttons group with anchor link, smoot-scroll and fix to top by css
All work fine but in the bottom page if i click button for return to top page the anchor not work

Is there a specific button we should be looking at?
What happens if you remove your own CSS first?
Yes, if i disable my custom css the anchor works fines roll up too.
it seems to be the css blocking the page sub-titles under the menu ( .title-fix) You can see it in the inspector.
I solved it like this:
1. I have not removed my custom css.
2. I removed the anchor from the sub-titles and added it instead in a space block 'above' the sub-titles.
Now everything is working correctly!!
