additional section / sidebar under the primary menu

So, I have created a block element, inserted a Soliloquy slider. However, I don't have option for choosing location and how it displays. I would like to show it on all pages, under the primary menu.
Is it possible to do with GP Premium? Or will I need to do custom code in functions.php of child theme?
