Adding global text between the page hero and the content

Hey,
I'd appreciate it if you helped me.

I'd like to add a text (description of the site) between the page hero and the content; globally visible.
I don't know whether it's the page hero code that should be edited by extending the page hero class or maybe there's another way; anyway i'd like to have this text below the page hero as global.
