Achieving a 2-column portrait image header with block element

Hi folks, I have been playing around with the block element module trying to achieve this affect, but I can't get it. Ideally this would be setup so the client can select the header layout they want, add a featured image, and that's it for them.
Is it possible to achieve this using the block element and GenerateBlocks? I have GP Pro and GB Pro. Thanks for the guidance!

Thanks! I'll give it a try. If I set the inner container to full width and play with the minimum height of the column with the image it may do the trick.

Somewhat off topic, but is it possible to select the header element you want to use on the post or page edit screen?
