403 Forbidden. Your server is not able to communicate with generatepress.com

Hi Support,
I recently purchased GeneratePress Premium and have tried to activate the premium license key but keep getting:
403 Forbidden. Your server is not able to communicate with generatepress.com in order to activate your license key.
I can see on the forum other users have also had issues with this but I cannot see a resolution. I use cloudflare.com and have disabled caching and the cloudflare proxy but I am still experiencing the same issue. There is not much point purchasing GeneratePress Premium if I cannot activate the premium license.
I am able to run "curl -I https://generatepress.com/"

We just ran that IP past our hosting support and they confirmed that it's not banned on our end.
Who are you hosted with? Are there any other IPs we can check? Some servers use a different outgoing IP that ends up getting blocked at some point.

The server is hosted with Google Cloud Platform (GCP) and that is the primary public IP address.
Does the server require any special php extensions to allow for the activation?
The curl reports shows that it's returning a 200 success response from GeneratePress.com so I am wondering if it is another issue?
I noticed you have a number of other issues on your support forum with regards to this and their is no resolution on them. The funny thing is the people having the same issue also used cloudflare.com???

If you view your error_log file on your server, are there any recent entries that look relevant?
This is an issue we see with a small percentage of our users. Usually, we're able to find their IPs blocked on our end (usually Dreamhost or OVH) and we can unblock them.
Sometimes, their IPs aren't blocked on our end, which makes it nearly impossible for us to solve the issue for them. Some hosts (OVH for example) use a different IP address for outgoing connections, so it can be difficult to find the right one.
Your error_log might give us a hint - it's worth taking a look.
You can also run a traceroute to our server that I can provide to our hosting support so they can dig deeper.
