    For the Back to Top Button to appear (Layout->Footer), why does it require 1+ footer widgets? With 0 footer widgets, the Back to Top won’t appear.

    The Back to Top button should work when there is no footer widget:

    Not quite sure why it’s not working for you though.

    With absolutely no plugins enabled (even GP Premium disabled), Back to Top will only appear on the live site with 2+ widgets now. It never appears in Customize.

    Then I re-enabled GP Premium and Simple CSS, and now it works as you say it should: 0 footer widgets and it appears, in Customize and in the live render.

    Maybe a bad, temporary caching issue? I re-enabled the only other plugin I have (BreezingForms), and it still works properly now.

    Disabled/re-enabling plugins fixed it, whatever the culprit.

    I have the same issue that just appeared. The back-to-top is not appearing. It was working before. Client just brought it to my attention.

    ***RESOLVED*** I just discovered the issue. It was a recent insertion of CSS to achieve the parallax effect I was working on.
