How do I adjust the padding for the following section (next to the original template for context)?

StaffCustomer SupportIs there a reason why a group block is needed there? Removing it would fix the issue.
It’s not in the original template.

Not sure – I don’t recall adding it. It looks like the Grid Block (with 4 buttons) is inside that group. If I delete the Group Block will the Grid remain?
Also, how do I see the blocks in the original template?

No – but you should be able to drag the Grid block out in the List view.

The best way I find is to start another WP install and import the template there so you can compare.
I’ve also copied the HTML code for the original Read home page as well – you can start a new page in your current install and paste it in to compare:

StaffCustomer SupportI visited the page again, and cleared the browser cache but the group block is still there:

Sorry, I have a couple more questions – figuring out how to adjust some of these thing on mobile is a bit tricky.
1. There seems to be a lot of padding at the top on mobile.
