Top Bar Padding does not have separate responsive controls, but it does output different values for mobile. For example, set Top Bar Padding to 5px, and it will still have 30px left and right padding in mobile.

Hi Greg,
I’ll open a feature request for this as well but I’m not sure if it will be implemented – we are trying to not concentrate on the customizer options too much as they will be obsolete at some point in the future with the way WP is heading.
The better option now would actually be creating a block element and using the
before_headerhook as I demonstrated here:

At the very least, you should not be outputting CSS that overrides the preferences that are set in the Customizer.
