I am wanting a customized archive page for a podcast. So I created a block element set to content template, and added the new GB query loop block set to display 15 posts. But the 15 posts are being displayed over and over and over down the page. What am I doing wrong? Should I not be using the query loop inside an archive page?

That’s correct, query loop block is supposed to add loops into static pages.
The content you build in Block element – Content template will apply to every post in the loop of your archive page as a template, that’s why it repeats.

Okay. That makes sense.
On the archive page, the title is Archives: Podcast. How can I change that to just show Podcast ?

You can use a
block element - page heroto replace the default archive title:

Posts number is controlled by WP core, you can set posts number at settings > reading.
How do you want to customize the pagination? If you don’t want the numbers, you can try using a block element – archive navigation:
