Is there a reason this plugin (https://wordpress.org/plugins/luckywp-table-of-contents) doesn’t work with GeneratePress?
I had it automatically placed through the plugin (not showing), and then manually added it as well to this blog post (still not showing):

Hi Matt,
Some users have had success in using LuckyWP before using its shortcodes (before WP 5.8), but I’m not exactly sure now, as some plugins simply stopped working after the update.
That said, you may want to consider using another TOC plugin and see if it works better for you.
Have you thought to use the Kadence block plugin. The table of content works great also with elements of GP Premium.
I reckon it is lighter and less bugs, too.
