If i understand correctly then:

1. Create a new Header Element:

1.1 in the Header Element > Hero tab add the following line of code:

<!-- header image -->

1.2 add your Background Image.
1.3 Add some Top and Bottom Padding – this will define the height of the Header Image.

2. In the Header Element > Site Header tab – set the Merge with Content.
2.1 Check edit Navigation colors – then change the colors of the navigation items as you wish.

I assume you’re pertaining to the one inside the Header Element? The one with the <h1> tag?

If that’s the case, this can be changed through Appearance > Customize > Typography > Headings and play around with the H1 or H1 site title values.

But this may affect ALL of the h1 values within the site.

If you want to specifically change the h1 values within the Header element, you can do it with CSS.

Example:

.page-hero h1 {
font-size: 40px;
}
