how I use WP-visual-composer in element> footer

Hi,
I’m not sure I fully understand what you mean.
Are you trying to use use Visual composer with GP’s Block Element? If so, I believe it won’t work as the Block Element is created to work with Gutenberg editor so you can inside WP blocks and custom blocks to Hooks.
I’m not sure if Visual Composer or its premium offers a feature overrides the theme’s footer template but that would be your best bet in editing the footer using that plugin. You’ll have to ask the plugin’s support if they have this.
