I would like to know how to enable gutenberg in Category and Tag. Something like enable gutenberg in product like this.

thats not possible currently – you can see this was a request made a while ago in Gutenberg GitHub:
https://github.com/WordPress/gutenberg/issues/12511
It will be available once WP replaces all core editor templates with the Block editor.

So currently the only ways I can thought of using Gutenberg is either
A. Hook in a block to each category
B. Using basic HTML to achieve the layout I wish.My further questions
1. Beside the 2 method above, any other method or any other suggestions do you have?2. If I were to use hook block elements, is it good for seo ?

Hooking Block Elements into the template is likely your best bet here. As for SEO, it shouldn’t be any different than using any other kind of method.
