I really think you guys should make importing a site from the library WAY more intuitive.
When I click DETAILS, I see a page with no way to proceed. When I UNclicked the checkbox then I was able to click on BACKUP OPTIONS (not something I would normally think was the way to proceed with the theme install), then IMPORT OPTIONS, but nothing was imported. Now I’m stuck on step 2. The only option is to click to skip the step. So I click to skip, it says I’m done and says “view your site”, but the new theme design is not installed…
This does not work well and is far from intuitive. I hope it gets improved soon. It should be dead simple. Users should not have to google around to find instructions for this.

I agree with the OP, although I was able to get it to work after watching the video, even though the video isn’t exactly what’s shown (I have the latest plugins and theme).
I had a box to check for step 1.
Couple problems with the UX –
The button says “Backup Options” which isn’t clear… it can be interpreted as clicking this button will show me my options for backing things up, not “you’re going to create a backup of your current options”. I interpreted it as the former, so I didn’t want to click that since this was a new site and had nothing to back up. I eventually clicked it after scouring the page for something else to click on and seeing no other buttons… “hey what does this do?”
After step one is completed, the box I checked for step one resets, as does the button (I figured this out after watching the video).
The problem with the UI is that it’s not obvious to look up again for controls for step 2. The button and checkbox look like they belong with step 1, and when the link appears “skip this step” inside step 2, it appears to be the only option the user is presented with at step 2.

That option should only show if you’ve made modifications to the customizer already – it would go straight to import content if it’s a completely fresh install.

Your point on the first issue is understood, but it remains the button can be interpreted in two different ways and is confusing to users.
On the second, I’d make it look like this –

Leave step 1 the way it is with the box in step 1. For step 2, drop the box down between the lines for step 2. However you do it, it should more clearly be separate from the step 1 piece.

I have GP Pro. I am interested in using a theme from the GP Site Library.
Unfortunately, the only option I see is the ‘preview’ button when my mouse hovers over the theme.
After clicking to ‘preview’ theme, there is nothing to indicate that this theme is available to use/download.Why is that?
I have read all comments and opened the links up to this point, and still no answers.
What can you tell me?
I’m using GP Pro version 2.0.2. (5/29/2021)

It is a moot point…I was on the GP website while looking at the site library…not in my wordpress admin…grin.
