I have tried multiple ways to import multiple templates. The simplest ones are imported without problems, but those that require special settings do not. I have tried to increase the memory and other parameters in the server without good results

can you check with your host for errors in their server logs, this may provide more insight to why the server is reporting it is unavailable.
