I have a site that does product reviews. Is there a way to create something similar to the screenshot linked below? Possibly some sort of html and css? I’m a totally newbie in that arena!

Not a dev, but super easy to create this with Generateblocks.
Create the image frame, use it as a background image on Container.
Set two columns grid in this container and you’re good to go.
You can even spice things up with dynamic ACF fields.
