WooCommerce - Two Place Order Buttons

Hi there,
On my site I implemented a multistep checkout. The issue I am now having is that there are 2 boxes for accepting terms and conditions and 2 Place Order buttons.

(You may need to add something to the cart).
Obviously what I want is that the Place Order button only appears on the final step of the checkout process.
I have tried recreating the woocommerce pages but have had no luck.

Hi there,
How did you create the two step process? Perhaps it's necessary to unhook those areas within the first step?
