Where can I put a feature request for a Table of Contents?

I think the most appropriate product to request this is as a block on GenerateBlocks.

GB has its own community forum - https://community.generateblocks.com/

Tom's about to release extra blocks(post list block, accordion block, etc) for GB soon. I believe a TOC block will be a good addition there and it's more likely to get implemented as a block there anyway so it's better if it gets logged under GenerateBlocks. :)
