Vertical center of Page Header Text in

I'm simply trying to get the text in the page header div class="inside-header" (empowering diversity, BROADCAST NOW) to center vertically. Adjusting padding in the Page Hero section only seems to adjust the height/etc of the amount of the image that is displayed. But I want the text center.
I've seen comments about using some CSS or using flexbox. I am not sure where to get flexbox or how to get it installed, or even if I need that?
I forgot to mention, I'm using "Vertical". Not even sure if that matters?

The content should be centered vertically if you add even top and bottom padding.
