Use "sections" in hooks

Is there any way, I can use sections under elements - Hooks?

So I easy can style a section, and insert on selected pages?

Ok. I was able to manage the html/css

But it would be a nice feature to have sections there.

Also a new option for "display rules"

add/exclude for URL contains, starts with
