Use content blocks and Elements to manage snippets and reuse in Element

I want to define a piece of content (my phone number, for example) so that it can be managed as one piece of information, yet use it in many places.

I have defined a "Content Block" to hold the phone number, and an "Element" to use as a block immediately above the Footer.

Is it possible to insert the short code generated for the content block in the element for the above-the-footer-block?

I have tried using the menu path Appearance -> Elements, then selecting my element "Test Footer above Footer", then in the main input area, inputting "[ls_content_block id="132"]".

However, when I "Update" and then view the website, the "[ls_content_block id="132"]" shows up as leteral text, rather than having my phone number substituted.

Is this general strategy possible, or can Content Blocks and Elements not be combined in this way? If not, is there a similar approach to centralize management of snippets of content and use them in elements?
