Unable to disable header/footer on homepage

Hi. I don't know if this is something caused by GP or not, but if anyone can point me straight I figure it's you guys.
I'm unable to disable the header/footer for a static homepage. The only thing that appears in the "Disable Elements" on the page editing page is the Site Title. This is already strange to me because other WordPress sites I've made using GP and all the same plugins/themes show quite a few options here. I've also tried CSS to disable the header/footer (i.e. display: none;) both for div sections, and for the home page in particular with the page id. Disabling with CSS does not work either.
Any assistance you guys/gals can provide is greatly appreciated!

Sounds like the Disable Elements add-on is not activated:
