Turning off primary/secondary navigation and using only slide-out navigation

Trying to turn off primary/secondary navigation and use only slide-out navigation.
Created and saved a menu with active pages and assigned it to slide-out navigation.
Set slide-out navigation to "On" and side to "Right."
Created a blank menu and assigned it to primary navigation.
Set location of primary navigation to "No navigation."
Set location of secondary navigation to "No navigation."
Neither the hamburger nor the slide-out navigation appear.
What am I missing?
Developing this on localhost, so no URL to share.
Hi there,
the primary navigation needs a location for the slide out toggle to display on desktop.
But then a stub of the primary menu bar displays.
By which I mean that the menu bar still appears.
Can you provide a link so i can see what is you're trying to achieve?
As I said, this is on localhost.
As a workaround, I suppose I'll have to make the menu bar transparent.
thats the simplest method.
