I seem to remember an "X" in the Top Bar widget that let users click to disable the Top Bar. However, I don't see the "X" in the current release. Is it still an option, or did I imagine this on my own?

There's no such thing in top bar :)
Are you referring to theStore notice of Woocommerce?
If so you can find it at customizer > Woocommerce > Store Notice.
