When there is a scroll bar in the browser window because there is a lot of content and when there is no scroll bar in the browser window because there is little content

</ div> has different margin values. I checked it in Chrome's DevTools.

This is an issue where the layout's margin value changes when the browser's scrollbars appear or not.

For example, the first and second menus on the top navigation menu of my site have a lot of content, so I get a scroll bar in the browser, and they both show the same margin value.
However, since the rest of the menu has a small amount of content, there is no scroll bar in the browser and the margin values ​​are different from the first and second menus.

(Note: My monitor resolution is 2560 x 1440. Please note that scroll bars may or may not occur depending on the monitor resolution.)

How can I fix this?

This sounds like an issue with browsers themselves vs the theme/the website.
