do you mean the Blog settings in the Customizer?
Or the Blog page itself?

Some things to check:
You have the latest version of the Theme = 2.1.2 and the Plugin = 1.6.2
The Blog Module is activated in Dashboard > Appearance > GeneratePress

Then look in:

Customiser > Layout > Blog
