Table of content customization

If I have created a custom table of content directly in Gutenberg with link and heading ID, is there any way to automatically change the color of links when it reaches its linked heading?
Something similar to the attached screenshot (click here) (page link)
I have also attached my own page URL in private information area

The theme itself certainly wouldn't have something like that built-in.
It will require a custom solution. It's likely what a TOC plugin is using as well.
Isn't there any CSS to do that since I don't want to use an extra plugin.

that cannot be done with CSS - it requires Javascript - what Leo suggested is the best method.
