System Stack versus System Font

So system stack sounds the device determines the font the user see correct? Then how will the device deal with choosing a system font inside Customize say Segoe UI or Verdana. I guess the question is how choosing a system font will affect page load speeds as well as what the user sees as opposed to using system stack?
