Switching between primary and secondary menu

I have set up two standard main menus, one primary (Norwegian) and one secondary (English).
I want the user to select between the menu languages from the menu or a button.
But I can not find a simple solution to switch between primary and secondary menu.
Hi there,
If I understand this correctly, what you need is a translation plugin like Polylang or WPML.
It would give you a language toggle. Then you would only need one menu.
