Sticky Toolbar Under Primary Navigation

Hello! Currently, I’m working on additions to my media arts program’s website that include a login bar for students.
Currently, I’m using two page hero header elements to create this toolbar: One is displayed when users are logged out and the other after they log in. It works well! but after enabling the sticky navigation for all users, I’d like to stick these elements to the bottom of my primary navigation.
Is there a simple way to achieve this with a header element, or am I better off using a secondary menu? I explored this idea briefly, but ended up staying with the element solution to avoid too much conditional styling for the logged-in/logged-out states. Thanks for building such a flexible theme and supporting it as well as you do here. Your forums solve SO MANY issues I create for myself!
I followed a suggestion in another post to use a plugin to make secondary nav sticky, but didn’t have any luck. After doing some more research on this and thinking about user experience, I think I’m going to go the route recommended in a related post:

and use a secondary nav on the desktop for student login information, then combine the primary and secondary navs in a slide over menu for mobile users.
