Stick also Site Header?

Is it possible to stick the Site-Header including the Navigation?
I want that the User can see the Main-Menue and the Logo + Hotline Phone Number.

GP hooks module has been replaced with Hooks Element but the rest of the steps should be the same:

Is there a Solution for the following Scenario: Site-Header with Logo and Hotline Number. Below the Main-Navigation. When the User Scroll down, the Site-Header go away and a new Full-Width-Section with ~20px Height appears instead and stick together with the Main-Naviagtion under at Top of the Site.
Hope it's clear what i mean -:)
