Static Blog Homepage

Hello,
I set my blog homepage to be static and am having trouble finding how to add pagination to the bottom of my posts. At the moment, the blog only displays 10 posts (because of the settings under Customise>Layout>Blog.

Ok so the Latest Post block is content and it doesn't come with Pagination and the theme has no control over that.
If you create a blank page and then assign that to show your latest posts in Dashboard > Settings > Reading then you will see the themes blog on that page.
Ok, now I see it. But the issue is the header isn't showing now?
Have you resolved this?

Basically, I am asking how to have that blue hero section on the latest posts page (since it's really not a page).
The blog/archive page are index pages so it cannot be edited like a normal static page.
You can create a block element page hero to add that blue header to the blog page:

Ok, so I created a block called blog general hero. I chose for it to display on the front page but it's not there?
Am I missing something?
